You don't get the chance to know the real personality of an individual through a single interaction. You need hundreds or even thousands of interaction with them for you to know them truthfully. That's the only time you can consider them as your friends. George Washington's quote represents a certain reality. We can never force the kind of friendship that we want to have if we don't know the person yet! Let it happen naturally, for it is better that way.
